"... and of watching over the internal peace of the confederacy" (realize "confederacy" here, written in 1788, refers to the newly-formed alliance between the states that would be cemented by the ratification of the constitution in 1788; this does not refer, as many might be inclined to believe, to the confederation of the southern states..."

Though the word "confederacy" in Hamilton's writing is used in a different context the meaning of the word is the same in both applications. The states involved were in an alliance with one another for the safety and overall wellbeing of each other. It has been taught that the word confederacy has a negative connotation and is only to be associated with one particular period of American history. And there are myriad untruths about that period of time and the Confederate States of America, but that's another discussion for another time.
